Affordable health insurance for wife only who had cancer 2 years ago out out of work?

My wife is 61, had cancer 2 years ago and lost her job. Cobra runs out Aug 2011. Is there any affordable health insurance in PA without costing $650 per month? I have Medicare so I just need it for my wife.
