Medicaid for pregnant women?

so someone just told me that (to solve my no insurance and possibly pregnant situation) pregnant women are eligible for medicaid no matter what...so i went to the website for ohio's medicaid and it says there are income guidelines which, for 2 people we are over the limit unless they also include my father in law who lives with us as part of the "family income"...im so confused..does anyone know how this works?
